Testing for HIV just 4 days after sexual contact is a bit too early and a negative test this soon cannot rule out reliably rule out HIV.
Your CD 4 count is normal
I suggest you to take up an HIV COMBO/ DUO test at 4 weeks of sexual contact. This screening test has a high sensitivity of 99.8% at 4 weeks.
Not all unprotected sexual contacts with an HIV infected adult would result in HIV.
The chance of acquiring HIV after unprotected sex with an infected sexual partner is 1 in 2500.
The sore or pimple on eyelids could be a simple folliculitis which can happen even otherwise.
Regarding the bumps on tongue I would have been able to help you better if you would have also attached an Image.
They could be a simple aphthous ulcer/ canker sore and is not a specific sign of HIV.
You may use an antiseptic mouthwash for a few days.
As far as tiredness is concerned this is again non-specific & in no way indicates that you have acquired HIV.
Since you had a broken condom during unprotected sex therefore you must screen for all STD's like gonorrhea, chlamydia, genital herpes, syphilis as well as HIV.
Please note--An intact condom adequately protects against HIV, Gonorrhea and Chlamydia.
Genital herpes and syphilis can be transmitted even with protected sex with a condom though the risk is less as compared to unprotected sex.
You may take up a "swab test" for gonorrhea and chlamydia
Kindly also get a "Urine routine microscopy test".
Test for genital herpes is with an "HSV ELISA" and can be taken up at 4 weeks along with HIV DUO test.
Screening for syphilis is with a "VDRL/ RPR test" and can also be taken up along with HIV and Herpes testing at 4 weeks.
Itching and whitish deposition under prepuce could also be because of candidal infection/ yeast infection i.e candidal balanitis.
You may use a topical antifungal e.g clotrimazole 1%+beclomethasone 0.25% combination cream, twice daily for a week.
A single dose of an Oral antifungal e.g fluconazole would also be sufficient in curing it.
Kindly visit a dermatologist in your vicinity. Your dermatologist will examine and advice accordingly.
Please don't be anxious. Just go through the test and hope that they would be fine and that would put your mind at ease.

Color of urine depends on body hydration and yellow color is due to concentrated urine. Nothing to worry. You must drink at-least 8 to 10 glasses of water daily.

Altered taste is most likely a result of vitamin deficiency & therefore empirical treatment with B-complex vitamin is what I would recommend in your case.

Advice regarding oral sores and tinea

Hi.
I suggest you to do antiseptic mouth washes, twice daily.
Topically you may use a chlorhexidine based antiseptic gel, twice daily over the sores.
Continue with B complex vitamin.
For eye lid sore, if it right on the eyelid margin, you may use a topical eye ointment e.g Ciprofloxacin eye ointment, twice daily along with Tobramycin eye drops 4 times/day.
Visit an eye specialist if it does'nt respond. An Oral antibiotic may be required..
The rashes in groin folds are most likely due to fungal infection/ tinea.
You may use an OTC topical antifungal e.g clotrimazole 1%+beclomethasone dipropionate 0.025% cream, twice daily.
An Oral antihistamine e.g cetrizine 10 mg once daily in evening will provide you symptomatic relief from itching.
