HIV is a virus and needs a host cell to get attached to. Once outside the body, it dies as soon as the fluid containing it gets dried. When outside, the temperature, moisture and environment get unfavorable for the HIV to replicate and then it dies. If the surface is slightly moist then the virus can live a little longer until it is dry, and for this reason razor edges being moist, keep the virus alive for a little longer.
