Brief Answer:
not possible with handjob

Detailed Answer:
Hi,

Thanks for writing to us.

Route of transmission of HIV are:

- Through blood transfusion

- From mother to child during pregnancy

- During unprotected intercourse when either of the partner is already infected with HIV

- During surgery (to the doctors)

With hand job HIV is not transmitted.

With or without paper cuts on foreskin HIV can be transmitted only during unprotected (without condom)intercourse when partner is already infected with HIV.

Hope I have answered your query, I will be happy to help further.
Regards,
Dr.Chintan Solanki.
