This is not normal with this medicine. She has to discontinue the medicine.
Burning legs and numbness fingers are symptoms of peripheral neuropathy. It is a known side effect of levofloxacin. Must inform this to your doctor and withdraw the medicine.
Hard time breathing could be laryngospasm due to anaphylaxis. Its an emergency, She can take bronchodilators like salbutamol syrup for better breathing. She should keep Epipen (Epinephrine syringe) with her all the time for any emergency in future.
This medicine and any related fluoroquinolone and sulpha drug must be avoided in future.

The symptoms of neuropathy most probably will clear up in a few days and at most 1 month.
Breathing difficulty due to laryngospasm usually clears as soon as medicine is taken or almost in a day or two. If its due to some other underlying problem, then it takes time accordingly.
