Brief Answer:
Both these can be used together.

Detailed Answer:
Hello
Welcome to health care magic.

I reviewed your history.
It seems from the history that you are having moderate to severe dry eye.
Lacrisert is hydroxy propyl methyl cellulose and it is a artificial tear and it can be used with restasis eye drop. Both eye drops together act better and effectively.

Lacrisert act as a tear supplement and restasis acts by increasing the tear production, thus both when combined effective action is increased.

Hope the information is helpful to you.

Thank you

Everytime i blink i can feel my eyelashes go over my eyes and feel them go over my lower eyelashes and it just bothers me. What can i do? What you suggest i do?

At times my top eyelashes interfere with my lower eyelashes.

I reviewed your history.
You need to rule out presence of misdirected eyelashes directing towards eye or long eye lashes and if they are there they needs to be removed.
This will solve your problem..
