If I understand the history correctly, the blood was on the condom, and may have gotten on your fingers when you removed the condom? And you are concerned that while washing your fingers, the blood mixed with water may have contacted the abrasion on the lower part of your hand?
If I got that right, I think this is low risk. If fresh blood contacted the abrasion directly, such as from the condom or from the woman's genitals, then there is some risk and you should be tested with an antibody test at 4 weeks (95% accurate) and at 12 weeks (99% accurate).
But if the only blood that may have contacted it was while the water was actively running over your hands, this would be low risk.
