Can STD Or HIV Be Contracted Through Non-penetrative Sex?

Question: Hello. I engaged in a brief sexual activity with this guy I don't know very well, and I would like to know the risks of it. First of all, he washed his hands before we did anything. Then, we kissed for a bit and he pulled out his penis. Then, I stopped the whole thing, and we were just kissing again. Then, I let him touch me down there, I'm a female. There was no penetration with his fingers, just some stimulation. He used the same hand he touched his penis with though. There were no visible sores or semen or anything on his penis. We didn't do anything else, and I washed myself afterwards. Should I be worried about any STIs from this encounter? Thank you.
