Brief Answer:
Can be substituted, but it is difficult to say without examining you,

Detailed Answer:
Hi
Welcome.
I have gone through your query.

Urebel is used to relieve the discomfort, pain, frequent urge to urinate, and cramps/spasms of the urinary tract caused by an infection or a medical procedure.

VESIcare is for overactive bladder with symptoms of urgency, frequency, and leakage.

Both of them help in reducing the frequency of urination. In general it can be substituted, But from here without examining you I will not be able to advice you whether you can substitute it or not. For this purpose you have to see your consultant.

This provisional advice provided by me is based entirely on the input provided to me. I would suggest examination by the doctor.

I hope this suggestion might be of some help to you.
Take care.
