Brief Answer:
you may need to see both.

Detailed Answer:
Hi ,
First of all , I feel bad for your suffering.
In my opinion you will need the services of both the specialties.
A Neck Injury ( I don't have your details of Injury) may have bony components like fractures or dislocations which need to be ruled out by appropriate scans like X rays or CT Scans. MRI Scan may be required to assess the soft tissue damage. this all can be assessed by orthopedic surgeon or neurosurgeon.
Second part is Injury to spinal cord which may not be visible on routine scans. It may require special scans or clinical assessment of a neurologist. Treatment will depend on the cause + supportive treatment.
Thanks for the question.
I hope to have answered your question. Please feel free to ask any other question.
