Question: Can a radiologist diagnose breast cancer from a mammogram and ultrasound? All tumors and cysts show up white. A biopsy is the only test that can determine cancer benign or cancerous. Is that correct?

I read your query and here is my advice.

It is not exactly as you say.
A radiologist can suspect cancer from mammography and then do also ultrasound.
A cyst, a benign tumour and cancer look quite different in mammography and ultrasound. A cyst or benign tumour looks with regular boundaries which bound the mass, shows no changes in nearby tissue and also may not show active lymph nodes etc.

If it is cancer the boundaries are irregular, has changes in nearby tissue and possible lymph nodes etc.

It is true that biopsy is the examination which definitely decides that tumour is benign or cancer.
The result of examinations such mammography, ultrasound and biopsy are necessary to show if the tumour is benign or cancer and show also the stadification and spreading of tumour
