Brief Answer:
Diabetes is a disease of increased level of glucose in blood and not urine

Detailed Answer:
Hi,

Thanks for your question.

Yes, diabetes can be detected by doing blood test like
1) Oral Glucose Tolerance Test (OGTT), a blood test in which blood glucose levels done (Fasting & 2 hours post 75 gram glucose load) or
2) HbA1c level.

Urine sugar test may help in prediction of diabetes but it is not used for diagnosis of diabetes (Urine sugar may present even in normal person).

In children diabetes may present as-
- Increased frequency of urination.
- Increased thirst.
- Increased hunger.
- Weight loss despite of increased hunger.
- Irritability, change in behaviour.
- Easy fatiguability.
- Blurred vision.
- Repeated skin and urinary infection.

In severe cases there may be-
- Abdominal pain.
- Vomiting.
- Severe dehydration.
- Cold extremities.
