It seams your diagnosis is done by any Surgeon. First of all it is necessary to confirm the diagnosis, other reasons than sebaceous cyst to be ruled out.
Secondly it is personal preference of any General Surgeon, most of them would like to remove sebaceous cyst in Minor OT under proper sterilization. This is a surgical procedure. This gives best results and least complications.
Some Surgeon may be doing this as Office procedure if they have developed facility of OT near their consulting room.
Please consult a general Surgeon in your area, follow his advise.
