Brief Answer:
Diagnosis: Balanitis
Detailed Answer:
Hello,
Burning sensation on outer penis is suggestive of balanitis (inflammation of head of penis). Balanitis can be due to bacterial , fungal infection or allergic reaction.
Swab microscopy from glans penis can confirm the diagnosis. Treatment depend on the cause.
Balanitis is more common in diabetics. If balanitis is confirmed, I recommend getting tested for diabetes too.

Brief Answer:
Follow up answer
Detailed Answer:
Hello,
Whether balanitis will be sexually transmitted depends on the cause. Fungal or bacterial infections causing balanitis may sometimes get transmitted to the sexual partner.
The incidence of such transmission causing disease in the partner is very rare. Even though rare, it is always safe to use condoms until you get treated for balanitis.
Hope I have answered your query.
Take care
