Brief Answer:
Best suggestion would be stop using it.

Detailed Answer:
Hi
Welcome
I have gone through your query.
Cocaine can cause dry mouth, which may result in difficulty in speaking and swallowing.

Other symptoms like getting panicked, getting agitated and paranoid, might either be due to
1. irritation o from dry mouth, difficulties in fleshing/ swallowing, or
2. These symptoms, itself might be due to use of cocaine. It depends both on how long he had been using it and also on the dose.

The best suggestion for him would be to stop using it, and if he is addicted to it, it will be better to take him to local doctor, they may suggest you a good nearby de addiction center.

This provisional advice provided by me is based entirely on the input provided to me. I would suggest examination by the doctor.

Hope this helps.
Take care
