Mast cells , in connective tissue and basophils ( white blood cell) contain histamine, a defense against infectious agents entering the body. When released inappropriately or in too high an amount, histamine is a potentially harmful and lethal substance. Yes, systemic reactions causing itching all over the body are possible especially if initial sensitization has lead to Ig E binding on the mast cells and basophils. Exposure to allergens like pollen, latex, foods like peanut allergies, and drugs ( penicillin, co trimoxazole) can lead to histamine release among other mediators of inflammation causing capillary dilatation all over the body and can potentially lead to anaphylaxis and anaphylactic shock.

One cant quantify the amount of histamine released, i.e large or small based on the description. However the events you described make an allergic reaction having high likelihood. A mild to moderate rash and pruritis would usually be recurrent and may subside in the next 24 to 48 hours. It may also progress to a persistent form that would require immediate medication. Usually in an E.R setting, I would advise an antihistamine and corticosteroid shot and put the patient on oral antihistamines for at least two weeks.
