Detailed Answer:
Hi
Water retention is not directly related to blood pressure,water retention is medically termed as congestive cardiac failure.
Congestive cardiac failure is a condition where pumping action of the heart decreases ,as the forward blood flow decreases water retention starts in various parts of body causing edema.
However in normal condition the sodium present in blood retains water,as water is retained blood pressure increases.

Hi again,
High blood pressure is a condition which causes stiffening of the blood vessels and they lose their elasticity over time,lose of elasticity cause the heart muscles to do extra work to pump blood in the blood vessels,In the long term it leads to a condition where fluid accumulates in heart ,as over time the muscles become weak and are unable to pump normal blood into vessels,This left over blood inside the heart backflows to lung and other areas like ankle ,stomach and the extra fluid accumulates there ,leading to a condition called congestive cardiac failure.
So Hypertension leads to congestive cardiac failure which leads to water retention!
