Masturbation is not known to cause any blisters on penis. The only possibility with masturbation and blister is if someone uses some gel or lubricant and at the same time allergic to used material. I mean to say if you are allergic to something and if you use the same gel/lubricant the blister may occur but there is no chance of blister over penis with dry masturbation.

This is the third time in a year that ive seen a blister. Could it be herpes?

Presence of recurrent blister in genital area is highly indicative of herpes infection.
I think in view of recurent nature of these blisters there is need to go for proper testing and antiviral treatment if necessary.
