People with underlying medical conditions such as asthma can receive the COVID-19 vaccine, Generally the COVID vaccine contents does not produce any allergic response and it is considered as safe and effective.
There is no evidence to indicate that taking inhalers or steroids for asthma weaken the immune system and impact the effectiveness of the COVID-19 vaccine.
It is better for her to take the vaccine at the earliest as she is a high risk candidates for COVID complications.
