Can This Be Bug Bite A Welt On Skin That Was Red?

Question: Recently noticed a welt on skin that was red. No pain or itching. Looked like a bug bite. After running my fingers over the spot my vein in my abdomen feels like few large stretched cords. Cords are only visible when stretching abdomen and raise rib cage. Vein is about 3 inches long and only visible between ribs and hip.No pain in area. Recently getting back into weight lifting and being active again.
