Can Tubal Ligation Be Done Vaginally?

Question: Daughter is 30 and has POP - has had tubal ligation (3 c-sections), gallbladder surgery. Is there a reason why they can't do this vaginally? She was told they have to cut her almost in half - she has a tendency to keloid with severe scar tissue. She still has periods that are very painful and last upwards of 7 days minimum.
