Hello,
You have pimple/bumps on penis since 2-3 weeks. Its quite a long time for your suffering, I can understand your concern. You are suggested to take care of your hygiene and be gentle with your self while shaving your private area.
Wear loose fitting, soft cotton clothes that do not cause friction over the lesions. Do not touch, scratch or pick the lesions.
Heat rashes commonly go away on their own, applying soframycin ointment on the affected area will give relieve.
However, get clinically examined by a Urologist, get STD tests done to detect genital warts or genital herpes. You will be treated accordingly.
In the meantime, you are advised to apply ointment acyclovir on the bigger bumps for relieve. To reduce pain , inflammation & soreness you can take acetaminophen, one stat after food for relieve.
You have not mentioned if you have allergy like symptoms, irritation, burning sensation or pain. If you have the said symptoms you can take antihistamine, one stat at bed time to reduce the symptoms of allergy.
Genital herpes lesions are treated with a course of antivirals(Zovirax). If any other STI is detected you will be treated with antibiotics as well.
If genital warts is detected, it is a sexually transmitted infection (STI) that causes warts (small bumps or growths) to form in your private area. Certain strains of human papillomavirus (HPV) cause genital warts. While there’s no cure for HPV itself, you can receive treatment for genital warts.
Genital warts are treated with electrocautery, freezing, laser treatment, loop electrosurgical excision procedure (LEEP), etc. It may take several sessions to get rid of them. Get connected to a Urologist.
Surgery is recommended only when the warts are confirmed and they don't respond to treatment.
While you are being treated you should avoid any type of sexual activity. It will be better if your partner(s) also undergo all required tests and investigations so that treatment can be started at the earliest.

Thank you for the follow up questions. The bumps on the first picture may be due to heat rash or ingrown hair that will go away after applying soframycin ointment. Keep your private area dry and clean.
But since it is there for 2-3 weeks it is better to get it examined by a Urologist & get the required tests done. Yes, the tests will accurately confirm the diagnosis.
It is always recommended to first get physically examined and tested before taking the medicines. Do not hesitate to visit the Urologist.
The second picture is more indicative of genital warts or genital herpes. Get clinically examined and let the test reports confirm the diagnosis before you take the medicines.
In case you are having pain/burning sensation or allergy symptoms, you can take acetaminophen, one sos after food to help relieve pain and taking antihistamine, one at bed time will help to reduce allergy symptoms.

I have seen your serology reports but your name cannot be seen in the reports. Anyways, Herpes Simplex Virus Type 1 and/or 2 Antibodies, IgG is not detected. Herpes Simplex Virus Type 1 and/or 2 Antibodies, IgM is also not detected.
Test of other two serology (HIV & HBsAg) Elisa reports are also negative at present.
You are referred to a Dermatologist. The dermatologist may take skin scrapings from the infected area and view them under a microscope to confirm Molluscum contagiosum or any other pathology.
The bumps (MC) clear on their own in 6 months to 2 yrs without treatment if you have a healthy immune system, but many people seek treatment to clear the bumps more quickly.
The dermatologists treat it with cryosurgery, curettage, or laser therapy, etc. Get connected to a dermatologist.
