Can You Kindly Provide Me With Your Thought On This Risk Of HIV?

Question: Hello doctor, i recently had a protected vaginal sex. and half way into it i noticed that my penis wasnt hard anymore and the head of the penis was retracted into the foreskin and this made the condom move forward. though the head and foreskin of the penis was successfully covered by the condom, I noticed that the lower part of the shaft of my penis( towards the base )was exposed to vaginal fluids. I didnt have any actively bleeding wounds on that region and the penis head or fore skin was never exposed to vaginal fluids. what are my risks of HIV or other STD?. I expressed this concern to a friend of mine who is an infectious disease specialist, and he told me the risk of getting hiv is unlikely as both the head and inner part of the fore skin was covered by the condom and there were no actively bleeding wounds on the lower shaft of the penis. he told me HIV cannot enter an intact skin. however, I wanted a second opinion from an HIV/ Aids specialist. can you kindly provide me with your thought on this risk ?
