Child Has Phlegm Cough, Red Blotches On Trunk And Feeling Of Bumps On Feet. What Should Be Done?

Question: 12 year old Son has had a phlegmy cough for about a week and today has red blotches on his trunk. No Fever, doesn't feel "bad", slight stuffy nose this morning. Did comment this morning that it felt like he had "bumps" on the bottom of his feet making it feel weird to walk on. Not Painful or anything visually wrong. with feet.

Do those bloches disappear on pressure or remain unchanged as soon as possible.? This is important to know the next possible step.
