Child Has Rough Hair On Back Of Head. How To Improve This?

My daughter will turn 3 next moanth. Hair at back of her head are very rough and remain tangled while rest of hair are good. We have tried oiling and shampooing them but to no effect. Is there any thing we can do? Is there any truth in theory of better hair coming after shaving your head?
Should we shave her head again to improve this? She had her head shaved when she was 11 months old.

Baby hair always tends to tangle .
You can shave the hair so you can manage any underlying scalp Issue.
There is no theory that better hair growth would be seen post shaving.
She is too young for any treatments.
My suggestion would be to avoid any treatment. Go ahead w with shaving.

You have said that we should shave her hair to manager underlying scalp issue. But she does not have any scalp issue. Are you suggesting that tangled hair could be because of some scalp issue which we can treat after getting her head shaved?

Yes. It needs to be checked by a dermatologist.
Certain conditions like woolly hair syndrome , dermal atrophy need to be ruled out.
It would be necessary to examine clinically by the dermatologist .
