Thanks for posting your query.
The spots on the lips that you have described can be due to a superficial fungal infection.
Along with the fungal infection there can sometimes be some inflammation which causes itching and peeling of the skin.
The generally best way to treat this is with a topical cream which has both a mild steroid element and an antifungal cream. The active ingredients of this cream includes hydrocortisone and the antifungal clotrimazole. The brand name of the cream is Lotrisone.
In case the lesions spread or the skin peels off then you must call his doctor for a direct examination and specific treatment.
I hope this answers your query.
In case you have additional questions or doubts, you can forward them to me, and I shall be glad to help you out.

Thanks for writing again.
Lotrisone is available over the counter. Otherwise you can ask for a combination of clotrimazole and steroid ( 1% hydrocortisone) from your pharmacist.
