Do I Need To Take A Rabies Vaccine Street Dog Licked My Finger This Morning Did Not Have Any Cuts ?

Question: A street dog licked my finger this morning. Do I need to take a rabies vaccine ?
1. TO the best of my knowledge, I did not have any cuts on my finger ( or adjoining fingers) before it was licked. Nor did I see any cuts present now.
2. Its not possible for me to know if the street dog was vaccinated
3. I washed my hand with only water 6-7 minutes after exposure, and with soap and water for about a minute 45 minutes later.
WHO post exposure guidelines ( a 2014 document) seemed to say licking skin that is intact is a type 1 exposure, which does not need a vaccine. Can you confirm that this guideline applies and is still valid in 2023 ?
