It seems like contact dermatitis caused due to chafing of inner thigh region.Or due to friction of inner thigh.
The solution is using sports underwear( boxer brief or trunks) made of a non friction material, which not only reduces those symptoms but also makes those bumps go away. Also keep the area dry by applying talcum powder.
