So specially would it target any of the gabba receptors as I'm not sure it does. Can it be classesd in the neurosteriods?

Now the questions seem to be more clear.
Neurosteroids are steroids synthesized within the brain and modulate neuronal excitability resulting in improvement of anxiety.
They modulate brain excitability primarily by interaction with neuronal membrane receptors and ion channels, principally GABA-A receptors.
Testosterone-derived androgens such as androstanediol (5α-androstane-3α,17β-diol) and estradiol can be considered as neurosteroids, clomiphene reduces the estrogen levels do cannot be considered as a neurosteroid.
I do not think clomiphene will have an effect in improving anxiety as other neurosteroids do.
