No, it should not cause a delay in menstrual cycle.
Please note that H.Pylori is usually localized infection of the stomach. Only there there is a good environment for this bacteria to grow. So it may affect stomach and other parts of gastrointestinal tract but is does not affect the rest of the body. That is why this infection remains silent (gives no symptoms) in most cases.
What can cause menstrual cycle delay is the treatment which you may get for this bacteria (antibiotics mostly).
If you do not have an appetite and do not eat property this can also affect menstrual cycle. But H.Pylori directly does not cause such problem.
