Unprotected oral sex can lead to transmission of HTLV through penis to mouth route, however, the risk is very low unless there was ejaculation inside the mouth which increases the risk. The HTLV virus does not survive outside the body on dried blood and dies quickly on drying which however depends on the amount of blood left for drying. More blood takes longer to dry.

How many hours you would say for HTLV on dried blood, let's say one tiny spot of blood? Compared to HIV, is HTLV more or leas contagious?

Hi.

HTLV is less efficiently transmitted compared to HIV. The virus gets killed as soon as the blood dries up which is actually dependent on the amount of blood. If it was a stain then most likely the virus would have been dead. Precum is infectious but as I said oral sex has negligible risk primarily because the saliva is inhibitory to the virus and if the oral mucosa was intact. Ejaculation does increase the risk though
