Brief Answer:
yes, heat can be used. need painkillers

Detailed Answer:
Welcome at HCM
I have gone through your query and being your physician I completely understand your health concerns.
Both heat or ice can be applied. Important thing is the way of application. Do not apply it directly to the skin. Both reduces the inflammation and help relieve the pain. It should be applied for 20 mins per hour . Apart from it , he should take rest and Use painkillers like acetaminophen or ibuprofen.

If the pain persists despite painkillers , then he should visit an Orthopedic surgeon He may need to get an X RAY and MRI of the cervical spine to pinpoint the pathology.

Meanwhile stay calm and use acetaminophen to relieve pain and avoid physiotherapy right now.
