Judging from that stage which you mention your father's disease is pretty advanced. Stage 4 is defined as severe disability, still able to move unassisted, but severely disabled, it's the penultimate stage before bedridden.
Considering that stage, his age, the fact he has an infection which is known to increase disability, makes me say that it is not that safe for him living all alone. If it can't be helped, at least daily visits to check on him, help with activities he's unable to do, make sure he's taking his medication are necessary.
