As long as ejaculation occurs inside the vagina the chances of pregnancy are quite high. The depth of penetration does not matter as full penetration is not required.
There are certain measures which are found to be useful in getting pregnant like
1. Have enough fore play so that you have enough vaginal secretions to facilitate the full penetration of the penis during coitus.
2. The coital position "man on top". In this position the female lays down completely on her back. The man should be right on top with his penis right in the vagina. The female should then open up her legs and have her legs put up high. This is the position to get the penis deeply properly penetrate the vagina completely. It helps deposit the seminal fluid very near the cervix. Having the man on top is a good idea because it goes deep into the body.
After the sexual act is over, the female should not change her position for at least 1-2 hours so as to facilitate the easy passage of seminal fluid.
3. Having regular sex on fertile days:
Ovulation (release of egg from the ovary) usually occurs between 12 & 14 days before your period starts. You are fertile days 10-18 (counting the first day of your period as day) with days 13 and 14 being the most likely days you will conceive. So, have regular sex on these days so as to increase the chances of fertilization and hence the pregnancy.

If you fail to conceive despite of following the suggested measures earlier, then both of you need to undergo certain lab tests.
You have to consult a gynecologist who is specialized in infertility treatment for tests like hormonal study & abdominal ultrasound scan. Semen analysis and hormonal study may also be required for your husband after clinical examination.
