Brief Answer:
Get physiotherapy and wait for few more months for recovery

Detailed Answer:
Hello,
I have gone through your question and understand your concern.
The injury to frontal lobe cause motor weakness rather than sensation loss as in your husband case.
The improvement in any such injury depends upon site of lesion and extent of damage.
The improvement may be gradual and most improvement occur in first 6 months to one year.
There is no way to detect for permanent disability at this moment and physiotherapy will help in recovery.
Hope you found the answer helpful.

The recovery may be slow

Detailed Answer:
Hello,
The report is suggestive of bullet pellets in bone of skull as well as in brain.
The damage is involving frontal and temporal lobes.
This is associated with bleeding in between brain and skull bone.
The injury is severe and recovery may be slow.
