There are no known or documents fact on the fact that one of the effects of smoking cannabis is cataracts. But one of the short term effects is reddening of the eyes (congestion of the conjunctival blood vessels) and probably continuous usage could result to cataracts.
But given your age, it will be wise to see an ophtalmologist (if not already seen) who can tell the possible cause of the cataracts and if possible perform a surgery to correct it.
