Brief Answer:
Please see the detailed answer below.
Detailed Answer:
Hi,
Thank you for the query. I can understand your concern. According to the picture, that is provided here, you may suffer from herpes.
Herpes sores occurs as small, red bumps or white blisters in any area of your genitals. You may observe painful ulcer, after rupturing of these blisters. You may experience pain during urinating. Again, blisters may ooze fluids.
Swabbing the sores for C/S or PCR, blood for antibodies to the herpes virus etc can confirm the diagnosis. Antiviral is the treatment of choice here.
Take care. Hope I have answered your question. Let me know if I can assist you further.

Again, herpes doesn't always show up as a classic blisters. Sometimes, it looks like little red spots that having no pus or fluids. Again, it can contain watery discharge instead of pus.
Despite the sores are not painful and don't contain any pus, it is difficult to predict whether it is herpes or not without any tests or investigations.
Swab from the lesions for C/S or PCR, Biopsy or FNAC from the lesions or blood for antibodies to the herpes can confirm the presence of herpes in body. So, you can visit a dermatologist for further evaluation and treatment approach.
