Question: From past 2-3 months, quite some phlegm is building in my throat. It sometimes starts obstructing speech. So I need to spit or clear throat many times during the day. During long speaking, sometime I start getting burning sensation in my throat and I need to drink water.

Hii. It's evident from your symptoms that you are suffering from laryngopharyngeal reflux or acid reflux. This reflux will always cause foreign body sensation of throat or block sensation of throat. This requires frequent clearing. But it's always better to do a laryngoscopy to see the larynx from inside and a X ray paranasal sinuses to see the other sources of mucus. Take omeprazole tablet. Drink plenty of water. Avoid tea, coffee,spicy food. Maintain healthy lifestyle. Sleep after 2 hours of dinner. Don't wear tight clothes at night. It will take at least 2 week by this remedies to get some effect.
