From the knees down, my sister's legs are turning purple. She is a diabetic with other health problems.

Such type of bleeding can be due to purpura. Purpura is a red or purple discoloration on the skin that does not blanch on pressure. the other possibility is of pigmented purpura which causes aging, pigmented purpura of the legs and is most often encountered in the elderly diabetic population. These areas of spontaneous focal extravasation from the microcirculation are recognized as brown to red macules and patches.
Your sister needs a complete blood count especially platelet count, liver function tests and coagulation profile. Autoantibody screen for connective tissue disorders and plasma electrophoresis may also be needed. Any vascular cause should be ruled out by means of color Doppler and peripheral angiography. She needs to conult a vascular surgeon for this.
