I am 66-year-old male, heterosexual, with no history of sexually transmitted diseases.
I am currently experiencing hemorrhoid issues.
Visual exmaination of the area surrounding the anus appear to reveal skin tags or whatever else it may be.
Please, kindly examine the attach photo and provide a visual examination and recommendation.

The following symptoms have been occurring on and off during the past 10 days:
1) Hemorrhoids with occasional pain
2) Feeling of fullness in the anus
3) Constipation - 2 days out of the past 10 days
4) Passing stool makes me feel irritated
No bleeding during the past 10 days. Picture is attached.
Historical symptoms:
1) On and off bleeding (with and without constipation) for the past 16 years.
2) On and off constipation for the past 5-6 years.
3) Hemorrhoids more common for the past 5 years.
The following symptoms have been occurring on and off during the past 10 days:
1) Hemorrhoids with occasional pain
2) Feeling of fullness in the anus
3) Constipation - 2 days out of the past 10 days

As per the detailed history you have provided my opinion is as follows: (photos awaited - please try to upload again, preferably in JPEG format)
Your history is for long, 16 years. This indicates that you have hemorrhoids that need to be treated specifically as per the grading and other symptoms and findings on per-rectal digital examination, ano-proctoscopy and colonoscopy.
These things needs to be done to know the exact diagnosis, its grade or severity, to decide whether medicines would help or only surgery of some sort will cure you.
Constipation needs to be addressed well with stool softeners and laxatives, the choice and doses needs to be decided on trial and to continue the one that gives the best results to keep the stools soft.
Occasional pain, fullness in anus and irritation while passing stool indicate a possibility of an added anal fissure.
Sitz bath in a tub with warm water may help for symptomatic relief.
