
Harsh, Long Leg Hair, Previously Cut Hair With Scissors. Control Hair Growth Rate?

I'm 19 years old, male.
My problem is ridiculous, but believe me I am passing from a real hard time because of it.
Well this is the story:
When I was 14, 5 years ago, I was playing with a scissors. It was the time when my leg hair was growing, and without taking any notice and without any intention, I just decided to cut all my leg hair with the scissors. I thought that my leg hair would grow once again normally.
However the leg hair started to grow harsh and very long. It is way longer than the "normal" leg hair. I tried to wax it several times, however it grows once again within few days.
I just want to have "normal" leg hair. I mean I don't want to have a hairless leg, however I don't want the bush of hair that I have. I am too shy to wear a short outside my house, and here it is very XXXXXXX and I'm always wearing a pair of jeans because of this condition.. I rarely go swimming as well.
Do you think that there is any way how I can control the rate of the hair growth? I know my question is funny, but please I want some help . .

You need to understand few things about hair growth in men.
Body hair in men is under the influence of male hormones(testosterone) ,and hence its not easy to remove it.That is because we are not reducing the male hormone in the body by any means (and which we cannot do also).
Even if you get the hairs removed by any method ,the hormones would stimulate it again.
The longer and thicker hairs that you are getting are because of the hormones in your body and not due to cutting them with scissors only once.
