On Sunday, I had been to a Karaoke Club. I had an engagement with a lady where in the lady was topless but had herself covered from the bottom. No sex, oral and or vaginal. We engaged in light kiss and me kissing and sucking her breasts.
The only other thing was she massaged my penis with her hands and for a brief moment, my penis would have brushed against her vaginal area. There was no insertion and it over her undergarments.
Is there any risk

I have reviewed many of your responses to other similar queries and I felt many people have fear and phobia about this ailment.
May I ask does sexual transmission absolutely requires penentration. Has there been in your knowledge of transmission without penetration. Also when you read CDC literature which is more conservative they talk in terms of probailities like 1 in 2000 cases depending on the nature of the sexual engagement.
Is this really a difficult thing to get. Is there any literature or information that one can reliablly read to get proper information.

You had slight brushing of your penis for friction of time only with vagina of partner with undergarment so I don't think it puts you at any risk of HIV or other STDs. Further, if the status of your partner is unknown then the chances of getting the infection are unlikely so allay the fear or anxiety, forget the incidence and move on in life with your spouse normally because you are not at risk.
