Brief Answer:
Wart or seborrhoic keratosis, needs removal by radio frequency ablation

Detailed Answer:
Hi
Welcome to ask a doctor service
I have gone through your query and reviewed the attached photograph.
It seems to be either a wart which is a viral infection or seborrhoic keratosis which is a benign growth of the skin.
Warts usually have a tendency to recur if not removed completely and deeply.
I would recommend you to consult a dermatologist and get it removed by radio frequency ablation.
It is a minor office procedure requiring 10-15 minutes.
Regards
Dr Asmeet
