I have gone through the report and according to report the thickening is consistent with a surgical scar. In distal forearm, the problem is due to pressure on another nerve.
After decompression of any nerve - first development is that there is no further damage to the muscles supplied by it. Recovery of muscle weakness and other symptoms may take years and even then the recovery may not be complete.
According to MRI, there is no reason to think about recompression of the ulnar nerve. The ulnar nerve is not swollen but thickened ( may be due to prolonged compression).
So I would suggest waiting for at least 6 months more before undergoing a nerve conduction velocity test.
