Brief Answer:
Topical anti inflammatory cream and oral anti allergic tablet

Detailed Answer:
Hello and welcome to ask a doctor service. I have gone through your query and viewed the image.

I can see a dry, scaly patch of skin in the images which looks like eczema. I suggest you to use a moderately potent topical steroid e.g either fluticasone propionate 0.05% cream or triamcinolone acetonide 0.1% cream, twice daily for a few days. These are prescription medications. You may also take an OTC oral antihistamine e.g cetirizine 10mg tablet once a day for a few days.

Hope I have answered your query. Let me know if you need any more assistance.

Thank you doctor but this is actually not eczema, the dry skin is the edge of the scab formed as i can feel it but the photo isn't showing it.
Is Repavar gel a good treatment for skin healing after scab scarring?

Brief Answer:
Regarding a dry red patch of skin on penis

Detailed Answer:
thank you.
The photo very clearly shows a small, dry, red patch of skin with overlying scale/peeling.
I actually feel that you need to put a moderately potent topical steroid cream that I suggested. The cream that you suggested is a moisturizer. It would help but I feel that you need to put a topical steroid cream.
Take care
