they are smooth, not bumpy and not like cauliflour, do u think these would be skin tags then? my phone takes bad quality pics

They could be just tags which are usually soft and squishy. However, not all genital warts are cauliflower like. Some can be sessile, hyprpigmented, dry/ rough specially those on skin of shaft and scrotum. Moist warts (e.g covered under prepuce and on mucosal surface)are usually cauliflower like. Warts are firm and not squishy like a tag.
