Brief Answer:
It is not the sign of Hep C or HIV.

Detailed Answer:
Dear Comptonjacob,

Welcome to Ask a Specialist Service.

The normal range for monocytes is 2-8 percent so if your CBC showing 5.3% then it is within normal limit and having low monocyte is not the sign for Hep C or HIV so don't get worried or tensed. If still you have any question feel free to ask me again and for better explanation please attach the report of CBC or any other reports you had done.

Thank You

Brief Answer:
You can opt for Neurologist opinion if required.

Detailed Answer:
Dear Comptonjacob,

Welcome back and thanks for follow-up.

The symptoms you had mentioned of tingling and numbness of lips, legs and arms can also occur due to vitamin deficiency so if you want to opt for neurologist opinion then go for it to isolate the cause and follow the treatment regime. If any further help from my side is required please let me know.

Thank You

Hello Doctor. Thank you! I unfortunately could not find a way to attach the results. I have another question, but this might be a neurologist question.

I’ve been having my left hand and forearm hurting (like sat on it) feeling randomly, along with my lips tingling. It goes away after ten seconds. My face does not appear to be dropping and my speech seems fine. About 3 weeks ago, I did have numbness on the left side of my face for 2 days that went away on its own. I also get random sensations like pulsations on my legs and arms.
