Welcome to ask a doctor service
I have gone through your complaints.
Acne is a very persistent and chronic disease involving sites rich in sebaceous glands like face, chest, back and shoulders. You can upload a photo of rash so that I am better able to help.
Acne is common in your age group and not related to any cancer or anything serious.
Its simply a skin related issue. So nothing to worry about.

Detailed Answer:
Acne and cough are unrelated.
Persistent cough could be allergic in nature.
I have reviewed the attached pictures and it is acne vulgaris.
If I was your treating doctor I would recommend you to apply benzoyl peroxide 10 percent cream on the affected areas twice daily and take capsule isotretinoin for at least 2-3 months.
These are prescription drugs and you need to see the doctor in person to get them.
