Detailed Answer:
Hello and welcome to Ask A Doctor service.
I have gone through your query and reviewed the images.
You seem to have eczematous dermatitis. Apart from the moisturizing cream that you have been using, I suggest you use a topical moderately potent steroid cream e.g either Mometasone furoate 0.1% cream or Triamcinolone acetonide 0.1% cream, twice daily for a few days..You may also take an oral antihistamine e.g cetirizine 10mg tablet once a day for symptomatic relief from itching. These are prescription medications.
Hope I have answered your query.

i have been using daktacort hydrocortisone cream and it has not helped at all! the other dermatologist said it is a fungal infection, so now i am unsure as to how to progress with treatment
Brief Answer:
regarding rash on breasts
Detailed Answer:
Hi.
If the daktacort hasn't helped at all then likely it is an Eczema. Moreover, it is unlikely that you would get fungal infection on both the breasts at the same time. It would be useful to do a KOH to confirm if it indeed is Fungal infection. If negative for fungal, it would be better treated with a topical steroid I suggested.
Take care
