Brief Answer:
This seems like a neurological symptom and stroke has to be ruled out

Detailed Answer:
Hello and welcome to "Ask a Doctor" service,

I carefully read your query and understand your concern.

A leg that is suddenly not cooperating is an indication of a potential neurological condition.
Due to him having diabetes and high blood pressure (according to the medications he is using), it is very important that he does a neurological exam and determine if this is a peripheral nerve condition or something central (a stroke or other brain lesions).

I would suggest you to send him to see a doctor as soon as possible to rule out the brain causes of the leg disfunction.
If it is found to be a peripheral condition, then other examinations may be done to specifically determine it and the proper treatment (but this is not so urgent).

I hope this answers your query.
I remain at your disposal for further medical assistance.
