Doing some research, I read about a 2018 study that found HPV warts more likely to transmit HIV. Should I be concerned about this? None of the warts were open/leaking etc. The partner in question was someone I don’t know well and don’t have contact info for.
In summary. Should I be seeking out PEP just to be safe?

You have protected sexual intercourse with an unknown new partner so nothing to worry because the risk of getting HIV is very unlikely as the status of the partner is unknown and you have used the condom so don't get worried about the same.
Further, you have to consult the skin specialist to diagnose whether the lesions at the base of penis are really HPV warts or any thing else. Even though, they are HPvV warts the risk is unlikely because there is no direct contact with any infectious fluid.
